Add VE options 'below the line' in the rate build up/tender bill

"Below the line" flag for products in rate buildup 

Items excluded from contract total but visible as options (with rate per unit and quantity)

Ability to toggle items between main contract and VE options 

Any items left as VE option, not carried over to onsite project when the tender is accepted 

In the tender bill, VE options shown in a separate section after the main contract total (but on the same page)
