Allow the reordering of the list of fixed costs within the offsite and onsite assessments.

Currently the fixed costs which are added to an assessment into the 'fixed costs' section appear in the order they are added. Can we add a feature to allow these to be reordered?

So you can re-order materials and labour but no fixed costs - why???
